Try to aim for a colour that fits your lips or is one or two shades darker maximum, don't go above that.
Making it look natural is important as well. You don't want any accusations of being of another sexuality, do you? I don't think so.
Lip liner
You really need to stick to your natural lip color with this or go one shade darker maximum. It's even worse getting exposed for wearing lip liner.
I wouldn't recommend using a lip liner, a tinted chapstick is enough for the coloring in most cases. This would add some perceived volume to the lips on the other hand.
Could be worth it when going out at night to slay in another country.
You can also use it to increase the perceived width of your lips, not only the height.
