Here is your answer: The hollow cheek triangle.

This triangle consists of the ramus/masseters, the zygos and the chin.
The bigger the triangle is, the more your hollow cheeks will be visible even at higher bf%.
Prerequisite: Being lean.
If you aren't below 15% bodyfat don't even think of "debloating" to get hollow cheeks.
The zygos
Nothing much you can do about it apart from bonesmashing fraud.
Fillers would just migrate, your only real two options are getting implants or growing the bone itself.
The chin
This part actually doesn't refer to the chin itself, but rather to the total length of the mandible.
The only thing we can do about this is a BSSO to increase the total length of the mandible.
Growing the mandible with steroids, GH and other pathways may be an alternative if still in puberty.
The ramus/masseters

The ramus and masseters are another important thing that contribute to the hollow cheeks if lean enough.
Softmaxxing-wise you can try to grow your masseters with exercise and AAS. Growing the ramus and jaw in general also works obviously if still in puberty.
For hardmaxxing you have the options of jaw angle implants and the ramus lengthening surgery. The latter is a rare surgery, I would advise you to just stick with the jaw angle implants.
Conclusion
For softmaxxing train your masseters and do bonesmashing to fraud with swelling.
Steroids and other pathways can influence the hollow cheek triangle positively too.
Hardmaxxing-wise you have the options of malar implants, jaw angle implants and a BSSO.
